Financial losses ensued when the Fagans were issued a "stop sale" order on their license to sell raw milk as pet food by the Ohio Department of Agriculture (ODA) in early 2006 after having been authorized to sell it for more than four years. Small scale farmers like the Fagans have been facing unclear regulations from the ODA to prohibit farmers to sell raw milk to consumers. Ohio is one of 22 states where the sale of raw milk is illegal except when sold as pet food.
